Parliament Speaker Election in Portugal Unsuccessful

The election of the President of Parliament in Portugal failed at the third attempt, highlighting deep political divisions in the newly elected “Assembleia da Republica” on March 10th. At the constitutive meeting in Lisbon, all candidates fell short of the necessary absolute majority of 116 votes, even in the last round of voting. The parliament will reconvene to try again, with parties able to nominate new candidates.

The new Prime Minister, Luis Montenegro of the Democratic Alliance, faces a challenging term in office. His candidate for President of Parliament, José Pedro Aguiar-Branco, came in second in the third vote, behind Francisco Assis of the Socialist Party. Montenegro was appointed head of government by President Marcelo Rebelo de Sousa after his alliance won the most votes in the election. However, governing is expected to be difficult due to deep political divisions and challenges from Chega party leader André Ventura and their right-wing populist ideology.

With Chega gaining over 50 seats and narrowly missing their own majority, Montenegro’s coalition between conservatives and socialists is unlikely. This adds another challenge for him as he tries to form a government that can effectively govern Portugal. Failure to secure a majority in the parliamentary vote on the government program could lead to another election and further uncertainty in Portugal’s political landscape. Ultimately, parties must navigate these challenges and find ways to work together if they are to successfully form a government that can move forward with its agenda and bring stability back into Portuguese society.
