Revitalizing Angola’s Luanda Port: A $251 Million Investment and a 20-Year Concession Agreement with Abu Dhabi Ports Group

Angola’s Luanda Port is set to undergo a major transformation, thanks to an agreement between Abu Dhabi Ports Group and the Luanda Ports Authority. The 20-year concession agreement, with an option to extend for another ten years, will see Abu Dhabi Ports Group revamp and manage the Luanda Multi-Purpose Terminal.

As part of the deal, Abu Dhabi Ports Group has acquired an 81% stake in a joint venture with Unicargas to operate the terminal, and a 90% stake in another joint venture with Multiparks to offer services to the terminal and the broader Angolan logistics market. To modernize the terminal and establish a logistics center, Abu Dhabi Ports Group will invest US$251 million over the next three years (2024-2026), with the potential to increase the investment to US$379 million over the concession period based on market demand.

The port serves as Angola’s main maritime gateway, handling over 76% of containers and general cargo in the country. Its strategic location positions it well to accommodate growth in container volumes, forecasted to rise at an average annual rate of 3.3% over the next decade. The port also plays a critical role in providing transshipment services in Central West Africa, supporting maritime trade in landlocked countries like Democratic Republic of Congo and Zambia.
