Russian Billionaire Wins Legal Victory to Lift EU Sanctions, but Remains under Sanction for Now

Dmitry Pumpyansky, a Russian billionaire, and his wife Galina Pumpyanskaya have recently won a case in the European Court of General Jurisdiction in Luxembourg to lift EU sanctions imposed against them. The court ruled in their favor, overturning a decision by the EU Council from September 2022. The court also ordered payment of legal costs for challenging the sanctions and published its decision on its website.

The court not only canceled the decision from September 2022 but also the extension of sanctions measures in 2023. However, it did not address the initial decision from March 9, 2022, and the extension from March 14, 2024, which are still in effect and the basis for the billionaire’s current sanctions.

Dmitry Pumpyansky is a successful businessman who founded the Pipe Metallurgical Company (TMK) and is ranked 42nd on the Forbes list with $3.3 billion. After being subjected to EU sanctions, he no longer served as a beneficiary of TMK and resigned from its board of directors along with his son. Pumpyansky’s yacht was seized in Gibraltar and sold at auction for $37.5 million in September 2022, according to Forbes.
