As the first Black mayor of Washington, Pa., Mr. Burgess is a prominent supporter of Mr. Biden and has accompanied the president to the State of the Union address. During his visit to Scranton, his hometown, Mr. Biden criticized Mr. Trump’s wealth and inherited fortune, contrasting it with his own background.
During his trip to Pittsburgh, Mr. Biden will address the United Steelworkers union and call for increased tariffs on steel and aluminum imports from China. He is also expected to reinforce his message on the importance of Pennsylvania in his re-election strategy by investing in an ad buy separately from its larger ad campaign across battleground states.
