He has not held a national position before but was chosen by Frelimo to replace President Filipe Nyusi as their flagbearer.

Despite being a strong candidate for president, Chapo faces challenges in leading Mozambique at this time. The country is dealing with security concerns due to Islamic State-affiliated attacks in Cabo Delgado that resulted in the deaths of hundreds of people in 2021. While there have been positive signs of progress since then, intermittent attacks continue to pose a threat.

Chapo will need to address these issues and assure stakeholders that doing business in Mozambique is safe if he hopes to revive the natural gas project. Additionally, French prosecutors are investigating allegations of involuntary manslaughter against TotalEnergies for failing to protect their subcontractors adequately. Nyusi has expressed frustration over the delays in accessing Mozambique’s vast gas reserves.
