Putin’s Dialogue Offer: A Call for Equal Terms in Russian-West Relations

After being inaugurated for his fifth term as the president of Russia, Vladimir Putin extended an offer of dialogue to the West regarding security and strategic stability. He also summoned the ambassadors of France and the UK to address statements regarding the possible deployment of NATO troops in Ukraine and the right of Kiev to target Russian territories with Western weapons.
